Joe Musashi thought that he had defeated the criminal organization Neo Zeed for good during the events of the SEGA Genesis game, The Revenge of Shinobi. Two years later, however, Neo Zeed has returned under the leadership of a mysterious man known as the Shadow Master. It is time for the ninja master to return once more and defeat his old foes.
