GAME GRAPHICS
The graphics are very bad for some reason all of a sudden
The troops move without moving there legs and arms and when they shoot alot dont aim and stuff
Is this a new bug in the game or error

On Steam. Go to your library, right-click the title of the game, and then "Delete Local Content". Since it's already in your library, you can then just reinstall it from Steam.
If it is happening all of a sudden then it was working OK before? So it installed OK and some change has happened on your computer, have you installed an upgrade or other software recently? Try playing some other high-end games that use 3D graphics, do they have any problems? JHave you tried reducing the graphics settings in Empire or checking to see if a patch is available for Empire or your video card? Run dxdiag and see if it reports any problems and also check your Windows error log for any sign of problems.
Do you use a laptop with cuda (a nvidea and a intel VGA) and have download recently a windows update for the intel 3000? There is a registry of the installed updates.
@Elder, you're thinking of Optimus. Cuda is Nvidia's GPGPU programming language.
There seem to be a number of posts on various total war forums about lagging unit animations (framerate remains stable). The most common solution seems to be to reduce particle detail, I assume this is something to do with the animations and particles being processed on a separate thread to the rest of the game.

Try to Reinstall the Game via Steam, look for: Steam Library>Empire Total War>Right Click it> Press Delete Local Files> Re-Download it>Configure Graphics and then you should be fine
